How I go about creating a WWII themed IG army? Which is the easiest to build with model support and troop conversions?

Depends who you mean when you say WWII themed army. Themed after which army? Americans, Brits, Russians, Germans or Japanese? My answer would be study old colour photos of the appropriate armies men and vehicles. Do your research and it should translate over easy enough on colour scheme.

This is an excellent idea and somewhat what a lot of Guard players think about from time to time.

Please add more information then we can help you more.

Do you want to keep it strictly GW? If not, https://madrobotminiatures.com has a great selection to choose from

No it doesn't have to be GW. I've seen some people use DUST and Bolt Action figures but I was looking o make a Leman Russ proxy out of a M3 Lee tank

If I did a German themed force I would use the Gideon Main Battle Tank as a Russ proxy. https://madrobotminiatures.com/index.php?main_page=product_info&cPath=9_16&products_id=219
